|Wolesi Jirga held a plenary session chaired by Abdul Rauf Ibrahimi speaker of the house to vote on article 17th of the law on rights and privileges of disables and hearing the report of the Committee on Budget and Finance about article 20th of the law on Tobacco.
First, representative of the Committee on Disables of Wolesi Jirga presented their proposed proposal on amendment of article number 17 of the law on rights and privileges of disables and said, “The proposal on amendment of article 17th of the law on rights and privileges of disables was sent to the Committee on Disables on May 9, 2017 and then the committee reviewed the proposal in several sessions. All committee of Wolesi Jirga except the Committee on Central Audit have reviewed the proposal and approved it.
In other part of the session, the report of the Committee on Budget on article 20th of the law on Tobacco was heard by the house. Mr. Mohseni, member of the Committee on Budget said that the proposal on amendment of article 20th of the law on Tobaco was sent to the Committee on Budget by government on March 31, 2017 and was then sent to all standing committees of the house which was approved by all of them. Based on the proposal the cigarette tax will increase 100%. Then members of the house decided to vote on the proposal in their next session.

|Wolesi Jirga held a plenary session on July 12, 2017 chaired by Mohammad Nazir Ahmadzai second deputy speaker of the house to vote the treaty between Afghanistan and the Doctors without Border Organization, the Convention on Banning Torture and other outrageous treats. The house approved both documents with majority votes pro.

|Meshrano Jirga held a plenary session on July 11, 2017 chaired by Mohammad Asif Seddiqqi second deputy speaker of the house to appreciate the performance of Dr. Habiburahman Qssim a doctor of Infant Health Hospital, and to hear the report of the delegation of Meshrano Jirga who had a trip to South Korea.
Based on the agenda, the house appreciated Dr. Habiburahman Khalid who has received the international award in section of treatment of child burns and then the house heard the report of a delegation of the house who had a working trip to Seoul the Capital of South Korea.

|Wolesi Jirga held a plenary session chaired by Hamayoun Hamayoun deputy speaker of the house to vote the law on land acquisition and the statute of Asian Bank.
Based on the agenda, the Committee on National Economy presented the draft-law on land acquisition to the session. The draft was codified into 7 chapters and 52 articles. After exchanging views about article 11th of the draft, the MPs approved the draft with 126 votes pro. Similarly, the statute of Asian bank was approved with majority votes pro.

|Meshrano Jirga held a plenary session on July 2, 2017 chaired by Fazl Hadi Muslimyar to discuss the national issues and the voting the amendments made by the Committee on Women Affairs to the Law on Associations. Similarly, the legislative decree on telecommunication which was rejected by Wolesi Jirga was sent to Meshrano Jirga through an official letter by Wolesi Jirga.||02-July-2017|
|Upper House (Meshrano Jirga) held a plenary session on June 11th, 2017 chaired by Mohammad Asif Seddiqi-second deputy speaker of the house. According to the agenda, the Committee on Legislation, Judicial and Justice Affairs of the house presented the proposal on amendment of some article of the law on Civil Services to the house for voting. Then, members of the house approved the proposal with majority of votes pro. Likewise, some senators requested the government to accept the logical demands of the protesters who have held tents in different parts of Kabul over the past ten days.||11-June-2017|
|Lower House (Wolesi Jirga) held a plenary session on June 7, 2017 chaired by Abdul Rauf Ibrahimi-speaker of the house to discuss the amendment made on the law on the international treaties and conventions. At the beginning of the session, MPs strongly condemned the recent attacks in Kabul and Herat provinces which claimed the lives of tens of people and prayed for the martyrs of these attacks. Subsequently, the Committee on International Affairs presented the proposal on amendment of some articles of the law on international treaties and conventions to the house which was then approved by 127 votes pro of the house.

|Lower House (Wolesi Jirga) held a plenary session on June 3, 2017. At the beginning of the session, MPs strongly condemned Wednesday attack in Shahr-naw and police shootings to civil protesters and requested for identification of factors of the shootings. The MP said that the security officials who ordered shooting to protesters must be introduced to judicial and justice institutions. The MPs decided to form delegation to investigate about the incident and announce the results of their investigation to people.||03-June-2017|
|Lower House (Wolesi Jirga) held a plenary session on May 29, 2017 chaired by Abdul Rauf Ibrahimi, speaker of the house. The house voted on two legislative documents which were presented by the Committee on International Affairs of Wolesi Jirga. The first document was a treaty between Afghanistan and Emirate on business of illegal intoxicants which was codified into a preface and 11 articles. The house approved this article with majority votes pro. Then, the treaty between the government of Afghanistan and Uzbekistan on extradition of criminals which was codified into a preface and 21 articles was approved by the house.||29-May-2017|
|Upper House (Meshrano Jirga) held a plenary session on May 28, 2017 chaired by Fazl Hadi Muslimyar. Based on the agenda, the senators discussed the proposal on amendment of items A and B of the SAARC charter. The proposal was presented to the plenary session by Mr. Abdul Latif Zhowandi, head of the Committee on International Affairs of Meshrano Jirga and approved by the house with majority votes pro. Subsequently, Senator Lutfullah Baba presented the report of a delegation of Meshrano Jirga who went to Sri-Lanka. The delegation of Meshrano Jirga composed of Dr. Asef Sedeqqi, Mer Hatam Tarakhil, Lutfullah Baba and Dr. Mohammad Ajan went to Sri-Lanka to attend the Sout-Asian countries parliamentary meeting. The delegation met with the speaker and members of parliament of Sri-Lanka and talked about fighting the terrorism in South-Asia and exportation of Afghanistan dry fruits to Sri-Lanka. Then, Senator Aziza Musleh presented the report of supervision trip of the head and members of the Committee on Legislation of Meshrano Jirga to Balkh and Samangan provinces.||28-May-2017|
|Wolesi Jirga held a plenary session on May 13, 2017 chaired by Abdul Rauf Ibrahimi speaker of the house decide about the legislative decree number 248 of the president on amendment of the last paragraph of article 4 of article 9 of the law on the civil services. The decree was presented to the plenary session of the house by Mr. Mohammad Hassan Sharifi head of the Committee on Judicial and Justice of Wolesi Jirga. Then, members of the house exchanged views about the decree and approved it with majority votes pro.||13-May-2017|
|Meshrano Jirga held a plenary session on May 9, 2017 chaired by Fazl Hadi Muslimyar to discuss the Judicial & Justice Treaty in Civil and Commercial Affairs between the government of Islamic Republic of Afghanistan and the Republic of India. This treaty was presented to the plenary session of the house by Mr. Abdul Latif Zhowandi head of the Committee on International Relations of Wolesi Jirga. The treaty was submitted to Meshrano Jirga for approval on May 1, 2017 after Wolesi Jirga approved it. Members of Meshrano Jirga discussed the treaty and then approved it into 29 articles. Likewise, Meshrano Jirga approved the draft-law on Anti-Narcotics into 99 chapters and 76 articles after deletion of article 9.

|The presidential decree on addition and amendment of some article of the law on Associations was approved Wolesi Jirga.
Wolesi Jirga held a plenary session on May 8, 2017 to discuss the presidential decree on addition and amendment of some article of the law on association. The decree was presented to the plenary session by the Committee on Civil Society, Human Rights & Women Affairs of Wolesi Jirga and then the MPs expressed their views about the proposed amendments of the president. Based on paragraph 3 of article 18 of the proposed amendment, the associations have to present their working reports to Ministry of Justice every month but the Committee on Civil Society, Human Rights & Women Affairs of Wolesi Jirga cited this duration is not enough and recommended changing it to 2 months. Then all committees of Wolesi Jirga agreed with this recommendation except the Committee on Religious Affairs, Education & Higher Education. The Committee on Religious Affairs, Education & Higher Education recommended reporting to Ministry of Justice every 6 month not every 2 month. Then, the controversial article was put in a vote first and MPs approved 6 months for reporting of associations to Ministry of Justice with 78 votes pro and 40 votes against and then the whole decree was put in a vote and approved with 111 votes pro, 6 votes against and 1 vote invalid.

|Wolesi Jirga held a plenary session on May 6, 2017 to discuss about the readiness of Ministry of Hajj & Religious Affairs and Ariana Airline in transferring pilgrims to hajj. The house had already summoned Minister of Hajj & Religious Affairs and director of Ariana Airline to appear at the session and present information about their readiness regarding transferring of pilgrims to Hajj but Minister of Hajj didn’t appear in the session because he was in an official trip. Therefore, the deputy minister of Hajj & Religious Affairs and director Ariana Airline attended this session. Nader Omar director of Ariana Airline said, “Arian Airline has to transfer 300,000 pilgrims to Saudi Arabia within 25 or 30 days every year. Arian has to transfer 760 pilgrims to Saudi Arabia every day and this company has to use both domestic and foreign facilities to transfer these pilgrims. Currently, Ariana Airline has 2 aircrafts which has the capacity of transferring 210 to 230 passengers.” He added that Ariana Airline plan to rent aircrafts to transfer the pilgrims to Saudi Arabia. Then, Deputy Minister of Hajj & Religious Affairs presented full information about their preparation on transferring the pilgrims to Saudi Arabia.

|Meshrano Jirga held a questioning session on March 26, 2017 where officials of security sector (Minister of Defense, Minister of Interior Affairs and Director of National Directorate of Security) attended to present information about the bloody attack on Sardar Daud Khan Hospital. Members of Meshrano Jirga asked their questions regarding this attack and then the mentioned officials replied them one by one. However, majority of members of Meshrano Jirga were not satisfied with the replies/answers.||26-March-2017|
|Parliamentary monitoring Sixteenth period-thirteenth sessions Wolesi Jirga held a plenary secret sessions on March 25, 2017 chaired by Abdul Rauf Ibrahimi to discuss SIGAR’s report about huge corruption in army of Afghanistan and selling of military equipment to Taliban by armed forces of Afghanistan. Likewise, the house exchanged views about president’s remarks regarding closure of the parliament in case it impeach and disqualify ministers of security sector.||25-March-2017|
|Wolesi Jirga held an extraordinary session to elect its secretary, where Mr. Sayed Akram, representative of Nangarhar province received 70 votes pro and Mr. Reza Khushak, representative of Herat received 75 votes pro and there was no outcome. Finally, based on internal rules of procedure, Wolesi Jirga held the final round of election between Mr. Khushak and Mr. Zazai who had received majority of votes pro in previous rounds of elections, ultimately Mr. Zazai won by 94 votes.||13-March-2017|
